Revive harbour

I was chairman of Newport Harbour Users from 1990 to1994 and the owner of Odessa Shipyard from 1982 to1994. 
I have just read the report for Newport and other harbours, which show a total dereliction of care with the finances under the various harbour acts directly or legally binding 1912 and 1964 (CP, 19-01-18).
I was engaged with Odessa from 1983 to1994, when a joint bid was floated with the Midland Bank to take over Newport Harbour as a vibrant harbour, with workshops, its lifting capacity increased, the Odessa slip uprated, a Jubilee Stores shop and restaurants, the existing sheds backed by a hoist and IW College maritime courses based at the quay, plus a 200-boat marina with all facilities ashore. 
This plan was rejected by Medina Borough Council because the members did not want to lose control but they just allowed it to stagnate.
Newport Harbour was proved to be — and can still be — a vibrant unit for businesses and visitors, with a waterfront hotel and restaurants. 
It is a riverside venue already and many events have taken place there. 
With Cowes front being the commercial side, visiting boats will still come to Newport.
It is the IW Council and Newport Town Council who lack the potential and courage to invite businesses to the harbour or a desire to capitalise on the maritime community by building flats within the harbour boundaries.
I did much research at the time and they have now a second chance to re-engage the plans under the 1912 Harbour Act and make the harbour a place for work and maritime business.
