Could fuel card scheme work here?

I RECENTLY read the foodbank in Cambridge had launched a scheme to put up to £60 on the fuel cards of people referred there by the Citizens’ Advice Bureau, funded by local pensioners donating winter fuel allowances they feel they can forgo. 

We know about the alarmingly high level of need for help from our Island foodbanks. I wonder if there could also be a sufficient number of willing and able donors to enable the local application of the idea.
