These statistics emerged in a transport forum for residents on Saturday, April 15, looking at public transport, green travel and the residential environment.
Councillor Derrick Chester said: "If we get to the stage where the roads are always clogged up, like they are at Christmas, people are going to start not coming here unless we give them an alternative.
"The best alternatives are to get bus routes more reliable and improve the frequency of rail services."
It was agreed that central to any transport plan must be initiatives to reduce the number of cars coming into Kingston by improving public transport and encouraging people to walk and cycle more.
But town centre manager Julie Grail said: "There are concerns about the conflict between the need to consider more green transport plans and balancing that with the current desire of the majority of customers to continue to come by car."
