The revival of the regatta, which was last staged in the 1930s, is the brainchild of the Mayor of Richmond, Councillor Michael Jones.
He wanted to celebrate the millennium and promote the use of the river for recreational activities.
Coun Jones will officially launch the regatta by unveiling a commemorative plaque honouring Douglas Tough's role in the Dunkirk evacuation.
Mr Tough assembled a fleet of 100 small boats at his boatyard in Teddington. The events starts at 12.30pm at Teddington Lock.
