The resources committee agreed the proposal to create the £30,000-a-year post when it met last week.
Tory leader Tony Arbour described the decision as an insult to residents living in the borough.
He said: "This is a slap in the face for ordinary residents of the borough. It is no wonder the council tax rates in Richmond upon Thames are the third highest in London."
