I’ve always assumed it is some kind of a sophisticated joke played by Newporters on us rustic provincials — it’s always somewhere else, like Tir Na Nog or Oz.

If you look it up in the index of your street map, there it — isn’t. Possibly it’s like the village of Brigadoon and only crops up every hundred years, in which case there will be little profit from parking.
