Why don’t horse owners clear up?

Walking my dog around Bembridge, I am amazed by the amount of horse poo around the lanes, on the beach, on the road and even on the pavement.

Now the law clearly states dog owners are required to clean up after their dogs. But somehow, horses are allowed to foul any where they please and nothing gets said. Why is there a law for dogs but not irresponsible horse owners?
After all, fouling is fouling. Horse owners should be made to clean up after their horses.
I wonder how many Bembridge residents find this so annoying. I’ve spoken to many dog owners who say their dogs eat the horse poo.
So all you horse owners, either clean up after your horse or keep them in fields where they belong.
As for horses being allowed on the road, it should never be allowed. Absolute menace to traffic, an accident waiting to happen.
